"Universal" Background Check Legislation Targets Law-Abiding Gun Owners for Persecution

Deceptively marketed to the public as a way to keep guns from dangerous people, "universal" background check legislation is instead a broadside against lawful firearm ownership in America, setting cruel traps for common and innocent firearm-related conduct and banning an entire class of law-abiding adults from certain gun purchases.

So-Called "Universal" Background Checks

Won't Stop Criminals from Obtaining Guns

Criminals, by definition, do not obey the law. And neither H.R. 8 nor S. 42 will force them to follow the law. Even anti-gun researchers have admitted that "universal" background checks are ineffective.

Criminalize Private Transfers and Loans Between Friends and Family

H.R. 8 and S. 42 would make criminals out of law-abiding gun owners for simply loaning a firearm to a friend or some family members.

Are Unenforceable

"Universal" Background Checks are not universal because criminals will never comply with legal requirements. According to the National Institute of Justice, "Universal" Background Checks are unenforceable without requiring complete gun registration.

“H.R. 8 is a non-starter for the NRA and our 5 million members because it burdens law-abiding gun owners while ignoring the proven solution for reducing violent crime: focusing on violent criminals.

— Jason Ouimet, NRA-ILA Executive Director
