House File 2092, introduced by State Representative Clel Baudler (R-58) along with 40 bi-partisan cosponsors, would change Iowa's concealed handgun law to make Iowa a “shall-issue” state. According to HF2092, any law-abiding persons 21 years of age or older would be eligible for a permit to carry a concealed handgun if they pass a training and marksmanship course. Training would not be required for a renewal of the permit to carry a firearm.
HF2092 also includes a reciprocity provision that permits a person possessing a valid out-of-state permit to carry a handgun subject to Iowa law, and provided that the state that issued the license has requirements that are equal to or greater than Iowa's requirements. The Department of Public Safety would be required to determine which states qualify as reciprocal states.
