An Alaska state judge has ruled in favor of a Native corporation that has challenged the state’s new scoring system for allocating Tier II subsistence permits to hunt moose and caribou in the Nelchina Basin, to the east of Anchorage. The decision invalidates several thousand permits for the hunts, which are scheduled to start in mid-August.
