House Bill 1319, Castle Doctrine self-defense legislation championed by State Representative Todd Porter (R-34), is headed to Governor John Hoeven’s desk after passing the House of Representatives on Tuesday, April 10 by an 80-13 margin, with one abstention. It passed the Senate on March 23 by a 44-2 margin with one abstention. This legislation allows the use of deadly force in self-defense, removes the duty to retreat, and provides the individual acting in self-defense with immunity from criminal and civil prosecution.
