A Queens pistol-range owner busted last month as part of the city`s anti-gun initiative sued Police Commissioner Ray Kelly yesterday, demanding the return of his clients` gun licenses. The lawsuit claims the Queens District Attorney`s Office has already indicated that it was considering dropping the criminal charges in the case -- and says the "sting" was nothing but a mayoral publicity stunt.
