In September the United Nations will host not only the annual opening of the General Assembly but a world summit at which some 170 heads of the U.N.`s 191 member states are expected to converge on New York. From this conclave is supposed to emerge a neater, cleaner U.N.--chastened by scandal but revamped and ready for fresh infusions of taxpayer cash.
