North Carolina: Right-to-Carry Reform Expected to be Considered by State Senate Tomorrow

Contact your state Senator TODAY in support of House Bill 937

Today, the state Senate Judiciary Committee approved a Proposed Committee Substitute (PCS) to House Bill 937, a comprehensive right-to-carry reform bill introduced by state Representatives Jacqueline Schaffer (R-105), Justin Burr (R-67), John Faircloth (R-61) and George Cleveland (R-14).  This important reform is expected to be considered by the state Senate tomorrow, so it is critical that you contact your state Senator IMMEDIATELY and urge her or him to support H 937 and oppose any efforts on the Senate floor to weaken it.

As passed by the House, H 937 sought to make a number of important pro-gun reforms including, but not limited to:

  • Allowing Concealed Handgun Permit (CHP) holders to lawfully carry their personal protection firearm into a restaurant that serves alcohol.
  • Removing the prohibition on CHP holders from carrying into a place where tickets are sold for admission and would fix the problem of anti-gun localities overstepping their authority regarding restricting CHP holders from carrying firearms into locally controlled parks.
  • Addressing some issues regarding firearms in a vehicle, as well as certain firearm issues on campus grounds.
  • Bringing North Carolina in compliance with the standards set forth in the federal NICS Improvement Amendments Act (NIAA) of 2007—a critical mental health reform.

Senator Newton's PCS adds to H 937a number of critical reforms, including:

  • Repealing the antiquated Permit to Purchase requirement for anyone who wishes to purchase a handgun in North Carolina.
  • Allowing CHP holders to transport their personal protection handguns in their motor vehicle while on all school property, as well as allow them to store those handguns in their locked vehicles while parked on school property.
  • Ensuring the privacy of CHP holders by allowing access to the database of permittees only for law enforcement purposes.
  • Removing the prohibition on CHP holders carrying their personal protection firearms during a parade or funeral.
  • Removing the prohibition on using firearms with sound suppressing devices while otherwise lawfully hunting game.

The actions of the Senate Judiciary Committee I made an already solid pro-gun bill an even better bill.  Furthermore, the NRA has been working with Senator Newton to both ensure passage of H 937 as well as make improvements to it.  NRA members can thank Senator Newton, as well as the Senate Republican Caucus, for working to improve H 937, which was already one of the strongest pro-gun bills to ever be considered in the North Carolina General Assembly.
