Last night, the Kansas House amended and passed an important concealed carry reform bill. Taking the language of House Bill 2353 and amending it to Senate Bill 394, the House voted 70 to 52 to send the bill back to the Senate for concurrence. Last week, HB 2353 passed the House but it has been delayed in the Senate Federal and State Affairs Committee. The new SB 394 will now be assigned to a Senate conference committee which must approve of the changes before it goes to Governor Brownback.
SB 394, like HB 2353, would ensure that carrying a concealed weapon would be allowed in almost every building, unless the building “has adequate security measures to ensure that no weapons are permitted to be carried into such building.” If the building lacks adequate security measures, such as metal detectors and security guards, anyone with a valid concealed carry permit would be able to carry their firearm within that building.
Due to the inaction in the Senate Federal and State Affairs Committee, the state Senate has not yet and the chance to vote on HB 2353. By adding the language of the stalled bill to SB 394 the state Senate will now have the ability to pass a necessary right-to-carry reform before the end of this legislative session.
