Not since 2008 have Hawaii gun owners seen such an assault on their Second Amendment rights as state Representative Blake Oshiro's (D-33) House Bill 441, a six-point omnibus bill that seeks to further restrict the rights of law-abiding gun owners.

The six-points of HB 441 are:

  • requirement that a firearm be sold with a safety device
  • proof of registration of the firearm for which any ammunition is purchased
  • mandate secure storage of firearms and ammunition by firearm dealers
  • prohibit disclosure to a firearm permit applicant of the source of information used to deny the application based on the applicant's mental disorder (not for a CCW permit, but a permit-to-purchase)
  • require that the theft of a firearm must be reported with 24 hours
  • prohibit the importation, sale, and transfer of .50 BMG rifles or cartridges after July 1, 2011

In addition to HB 441, state Representative Karl Rhoads (D-28) has introduced House Bill 834 that would make it unlawful for a person or entity to sell or distribute ammunition unless the purchaser shows proof that the firearm for which the ammunition is to be used is registered.

A hearing has not been scheduled for either bill, however we anticipate that they will both be heard and voted on by the Public Safety and Military Affairs Committee and the Judiciary Committee.

Please take the time to contact your state Representative TODAY and voice your strong opposition to HB 441 and HB 834 before these bills start moving through the state legislature.
