Senate Bill 104 would require ALL private transfers of firearms in Milwaukee County to be conducted through a Federal Firearms Licensee (FFL). This bill would require FFL’s to charge an additional $5 for running this background check for the private sale to be processed.
This bill is not just an attack on your constitutionally guaranteed Right to Keep and Bear Arms, but also an attack on Milwaukee County residents, preventing them from enjoying hunting and target shooting if they do not own a firearm of their own. The language in the bill is vague to the point that it would prevent anyone who is not an FFL to “transfer” a firearm to anyone in Milwaukee County. The language does not specify that a sale has to occur, nor does it define what a “transfer” is. Consequently, an individual who allows a relative or friend to borrow their firearm for target shooting or hunting is technically transferring a firearm in direct violation of the law. Under the proposed bill, the penalty for this violation would be a $25,000 fine and 10 years in prison.
SB 104, sponsored by State Senator Spencer Coggs (D-6), has been assigned to the Senate Labor, Elections and Urban Affairs Committee chaired by Senator Coggs.
