FIREARMS - Amends existing law relating to emergency powers to provide that no restrictions shall be imposed on lawful uses of firearms or ammunition during a

SALES TAX EXEMPTIONS - Adds to existing law to provide an exemption from sales tax for certain fees and membership dues related to nonprofit hunting or shooting sports organizations. The following are further descriptions of what each NRA supported bill does to strengthen our Second Amendment Rights:

Senate Bill 1401 is an "Emergency Powers" bill.  Most citizens are aware of what happened in New Orleans in the wake of Hurricane Katrina. Some government officials stripped law-abiding citizens of their firearms. NRA was forced to file a lawsuit to stop this egregious violation of the rights of people who were only trying to protect their families and property. This bill would simply clarify during any state of emergency no government official shall impose restrictions on the lawful possession, transfer, sale, transport, storage, display or use of firearms or ammunition. Help ensure New Orleans-style tyranny will never happen in Idaho by asking Senators to support SB 1401!

Senate Bill 1402 is a "Right-to-Carry" reform bill. It would extend the term of Idaho concealed weapon permits from four to five years and, similar to driver's licenses, it would require that renewal notices be sent out prior to permit expiration. Additionally, this proposed bill would repeal the requirement that a person obtain a concealed weapon permit if he or she only carries a concealed firearm in a vehicle. Under current law, anyone who can lawfully possess a firearm can carry it OPENLY in a vehicle but that isn't always the safest manner to keep a firearm in a vehicle. This bill will allow law-abiding citizens to carry concealed in a vehicle without a permit. Also, Senate Bill 1402 would allow concealed carry by law-abiding citizens anywhere outside city limits without a permit.  This is how the law is in Montana and, not surprisingly, it works very well there. Help protect and enhance the rights of law-abiding Idaho firearm owners and out-of-state visitors who visit Idaho by motor vehicle and who carry firearms in their vehicle for protection and other lawful purposes by asking Senators to support SB 1402!

House Bill 686 is legislation preventing the imposition of taxes on shooting range fees and membership dues charged by non-profit hunting and shooting sports organizations. According to a recent interpretation of the Idaho State Administrative Code by the Idaho State Tax Commission, all gun clubs and shooting ranges in the state are required to collect sales tax on fees charged for access to their ranges.  Additionally, in the opinion of the Commission, if the membership dues that a club charges its members allow the club member to access the range, then those membership dues are subject to taxation as well. One club in the Boise area recently found this out the hard way when they were audited and required to pay back taxes plus interest for the last three years. House Bill 686 would exempt non-profit organizations from such taxation. The National Rifle Association believes this is sound public policy because these are clubs or groups that provide a public service: places to learn and practice the safe and competent use of firearms; most provide educational opportunities and safety courses and many provide facilities for law enforcement training and/or practice. The non-profit organizations this bill would shelter are not in existence to turn a profit but solely to provide services that even those who don't like firearms should agree are critical. Help protect these organizations from unfair taxation and, in most cases, back taxes, interest and possibly fines by asking Representatives to vote for HB 686!
