Last week Senate Bill 358 (SD1) unanimously passed out of the House Public Safety Committee with our amendment recommending the removal of the provision that related to compulsory blood identification. SD358 now heads to House Judiciary Committee where it will be heard tomorrow, March 25 at 2:45 p.m. in House conference room 325.

For many years, the Honolulu Police Department has been led by anti-gun Chiefs of Police who have used the Department to lead the anti-gun charge at the State Capitol and within it's own law enforcement agency.
The Honolulu Police Commission is currently searching for a new Chief of Police and the NRA feels that that the time is ripe for the pro-gun community to weigh in and politely request that the Commission be receptive to the Second Amendment as they make their choice.

After weeks of discussion on whether House Bill 2999, sponsored by State Representative Blake Oshiro (D-51), would be revived and passed, it was deferred in the House Judiciary Committee yesterday. After being referred the first time, Representative Oshiro revised HB2999 to only include a ban on the sale and possession of .50 caliber BMG rifles and ammunition. Despite being satisfactorily revised by the bill sponsor, HB2999 is still an attack on our Right to Keep and Bear Arms. HB2999 faced opposition from the pro-gun legislators on the committee, and will likely not come back up this session. We’ll keep you posted. This bill was considered dead for the legislative session, however the Honolulu Police Department stepped in and asked that it be revived. After being defeated in the House Judiciary Committee earlier this month, State Representative Blake Oshiro (D-51), author of House Bill 2999, had stated that he would bring the bill back to the Judiciary Committee after he gathered more support for the bill. HB2999 would have banned the sale and possession of .50 caliber BMG rifles and ammunition, required firearms dealers to include a gun lock with every firearm sold, and required ammunition purchasers to prove they own the firearm for which the ammunition is being purchased. The bill also would have included unnecessary restrictions on gun shops, and a list of other restrictions. This week, after an overwhelming showing of opposition from both NRA and Hawaii Rifle Association members, the House Judiciary Committee has deferred HB2999 and Representative Oshiro has said that he will not be bringing the bill back up for a vote. On Friday, February 1, the Hawaii House Judiciary Committee will hear legislation that will have dire consequences for our Right to Keep and Bear Arms in Hawaii. The bill HB2392, would require all handgun ammunition manufactured or sold in Hawaii to be coded with a serialization number, and entered into a statewide database at the time of sale. Encoded ammunition would be registered to the purchaser and would include the date of transaction, the purchaser’s name, date of birth, drivers license number, and the serial number of the ammunition. The possession or sale of non-coded/serialized ammunition would be prohibited.
