Nevada: 2013 Legislative Session Convenes

The 77th Nevada Legislature convened on February 4.  Two NRA-supported pro-gun measures have been introduced as well as an anti-hunting bill that must be defeated.

Assembly Bill 70, sponsored by Assemblyman John Hambrick (R-2), would expand the current castle doctrine law in Nevada to include inside a motor vehicle.  AB 70 has been referred to the Assembly Judiciary Committee but no hearing is scheduled at this time.

Senate Bill 76, introduced by state Senator James Settelmeyer (R-17), would change the concealed carry weapon (CCW) firearms qualification process.  Under this bill, a CCW applicant would only have to qualify with one handgun.  Current law requires that CCW applicants qualify with both a semi-automatic handgun and a revolver, should they wish to carry both kinds of firearms.  SB 76 has been referred to the Senate Judiciary Committee but no hearing is scheduled at this time.

Senate Bill 82, introduced by the Senate Natural Resources Committee, directly targets lawful hunting by Nevadans.  This bill would classify the black bear as a “protected mammal” and would prohibit the Board of Wildlife Commissioners from authorizing the hunting of black bears.  SB 82 has been referred to the Senate Natural Resources Committee but no hearing is scheduled for it at this time.

There are also several bill draft requests (BDR) that are waiting to be assigned official bill numbers.  These BDRs address issues concerning CCW laws, campus carry, state firearms preemption and more.  As expected, Assemblyman William Horne (D-34) and Senator Tick Segerblom (D-3) have recently filed BDRs relating to firearms.  Language is unavailable at this time, however, we know from past actions and statements that their intent is to restrict the Second Amendment.
