North Carolina “Puppy Mill" Bill Pulled from the Senate Floor While the Right-to-Carry Reform Bill Heads to Governor Perdue

Senate Bill 460, legislation promoted by the radical anti-hunting Humane Society of the United States (HSUS), was pulled from the Senate Floor and referred to the Rules Committee on Wednesday, July 8.

SB 460 is intended to put dog breeders out of business and would likely have a dramatic impact on those who use dogs when hunting.  The legislation is both dangerous and unnecessary, as existing laws are already available to address the cruel treatment of dogs.  People who mistreat dogs currently can be, and are being, prosecuted under these laws.  SB 460 is simply a deeply flawed, unnecessary bill, which has at its heart the anti-hunting, anti-dog breeder agenda of HSUS.  For more information on this bill, and HSUS’ true agenda, please click here.

On another note, on Tuesday, July 7, the House concurred with the Senate language on House Bill 1132, ratifying the Right-to-Carry permit renewal improvement bill. HB 1132 was presented to Governor Bev Perdue (D) today, July 8, for her expected signature.

This bill states that if a Right-to-Carry permit holder applies to his or her sheriff for renewal of a permit within 90 days of the permit's expiration, and the renewal application is not approved or denied by the expiration date, the permit will remain valid until the renewal decision is final.  HB 1132 also requires sheriffs to notify permittees when their permits are about to expire.  Finally, should a permittee fail to apply to renew a permit before the expiration date, the permittee may apply within 60 days following the expiration of the permit, and ask the sheriff to waive the requirement of taking another firearm safety training course.  The training requirement is currently mandatory for all new permits, even those recently expired.
