VOTER REGISTRATION All U.S. citizens who are at least 18 years of age, are residents of South Carolina, and are not under felony conviction, are eligible to register to vote. You may register in person at the Department of Motor Vehicles or the County Board of Voter Registration, located at the courthouse, during normal business hours. Mail-in voter registration forms are available at public libraries, post offices, and many county and state offices.
ABSENTEE BALLOTS If you know you will be unable to make it to the polls on Election Day, be sure your voice is heard by voting via absentee ballot! To vote absentee by mail, obtain an application from your County Voter Registrar's office. Complete and return it no later than four days prior to an election. You can vote absentee in person at your County Voter Registrar's office up to 45 days prior to an election until the day before Election Day. Voters can begin applying as early as January 1 to vote absentee for any election held that year. Anyone can apply and vote in person up until 5:00 p.m. the day before the election.
PRIMARY ELECTIONS South Carolina has an open primary election system, meaning that all registered voters may vote in either of the primaries, but not in more than one. When voting absentee by mail, be sure to specify which party ballot you need for the primary election.
